Customs Seeks Autonomy Through A New Bill
Customs should rather be encouraged on issues relating to contracts and obligations by themselves
A retired Assistant Comptroller General of Customs, Mrs. Kofo Odugbesan said that the Nigeria Customs Services as an arm of the federal ministry of finance was subject to the powers of the Customs Board which is chaired by the minister of finance adding that the NCS should be legally free to enter into contractual agreements through its Board, rather than through the ministry of finance which sometimes enter into contract for Customs with the risk of mistakes.
Olugbesan who was speaking during the recent public hearing on the Customs new bill, in spite of the huddles mentions against by some stakeholders, particularly in the federal ministry of finance. She therefore applauded the National Assembly for not throw away the new bill.
Mrs. Olugbesan further condemned those who suggested that the entire bill should be thrown out could not support their views with any strong reasons. Therefore, she appreciated the leadership of NASS for not throwing away the baby with the bath water.
She was of the opinion that the customs should allowed “to enter into contractual agreements themselves, since they are readily at home with their operational needs”.
Olugbesan cited example with the single window contract that was aborted by the intervention of the National Assembly. She further pointed out that those who insist that the Service should remain without a stronger platform might probably be doing so for other motives
