Multiple Security Agencies at Airports: A National Security Concern

The presence of multiple security agencies at airports, including police, customs, immigration, NDLEA, NSCDC, DSS, NAF, and now FAAN, all carrying guns under different command structures, is raising significant security concerns. With overlapping jurisdictions and separate chains of command, the risk of conflicts among these agencies is increasing, posing a threat to airport safety and national security.
The Federal Airports Authority of Nigeria (FAAN), under the guidance of Minister of Aviation and Aerospace Development  and the National Security Adviser (NSA), needs to address this issue urgently. They must recognize that the current situation, where 12 federal airports are shared with the Nigerian Air Force (NAF), requires a coordinated approach that goes beyond individual mandates. Effective management of these shared spaces is crucial to prevent potential conflicts and ensure seamless security operations.
Annex 17.3.1.5 of the International Civil Aviation Organization (ICAO) regulations provides guidance on aviation security. It is imperative for all involved parties to thoroughly understand and implement these regulations before the next ICAO audits. Failure to do so could result in serious consequences during international assessments.
Each agency must operate according to its specific objectives, adhering to the ICAO standards to avoid internal conflicts. A unified command and control structure could mitigate the risks posed by the current fragmented system. This approach would enhance coordination and cooperation among the various agencies, ensuring a safer environment for travelers and airport staff alike.
The complexity of the issue necessitates a collaborative effort, involving all stakeholders in the aviation and security sectors. It is a national security matter that requires a strategic solution to align the operations of multiple security agencies at airports, thereby fostering a more secure and efficient airport environment.
